As it stands now, here is how I plan on attending the Restore the Constitution rally on 4-19 at Ft. Hunt and Gravelly Parks:
Pistol loaded, openly carried. Rifle unloaded, slung to rear. Bandoleer of magazines containing ammo. All in accordance with rules below. Please note that guidelines below are subject to final coordination with the Department of the Interior:
Participants and attendees are expected to know and abide by all applicable state and federal firearms laws. None of the information provided below is legal advice, and no attorney-client relationship is created by reading or relying upon this information. If you have questions, then you are expected to know the applicable state and federal firearms laws before attending the event.
Anyone prohibited from possessing a firearm by state or federal law may not possess a firearm at this event.
Participants and attendees may not bring any firearm prohibited by state or federal law.
1. ALL rifles and shotguns carried by participants at this event are to be unloaded (chamber empty, no magazine inserted, no ammo inside the rifle or shotgun, no ammo touching the rifle or shotgun whatsoever) and slung to the rear or to the side, away from the hands.
Although the law does allow for carry of some types of loaded rifles and some types of shotguns in some circumstances, our guidelines are simpler and more strict due to the relative novelty of this event and the high level of attention it is likely to receive from law enforcement, government, and the media.
2. While we do ask that your rifles and shotguns be unloaded, you are perfectly welcome to carry ammunition and loaded magazines on your person if you so choose, so long as no magazines are actually inserted into rifles and so long as you are not prohibited from owning a firearm.
3. Open carry of a loaded pistol is allowed.
Concealed carry of a pistol is allowed for those with a valid Virginia concealed handgun permit or a concealed handgun permit from a state for which Virginia allows concealed carry in Virginia (See the Virginia State Police’s website for a list of those states http://www.vsp.state.va.us/Firearms_Reciprocity.shtm; we do not vouch for the authenticity or accuracy of that list).
Anyone carrying their pistol openly or concealed cannot have in it a magazine capable of holding over 20 rounds and cannot have a pistol designed to accept a silencer or suppressor
Participants and attendees are required to keep all pistols holstered. Participants and attendees are required to keep all rifles/shotguns slung over their shoulder, muzzle-down, unloaded, with the safety on, and with no magazine inserted. Brandishing of firearms is prohibited by Virginia law. Under Virginia Code Section 18.2-282, it is unlawful for any person to (a) point, hold, or brandish any firearm in such a manner as to reasonably induce fear in the mind of another or (b) hold a firearm in a public place in such a manner as to reasonably induce fear in the mind of another being shot or injured. Do not engage in any horseplay, demonstration of firing positions, or exchange of or other handling of firearms at Fort Hunt, Gravelly Park, or any other location or vehicle of transportation associated with this event.
By federal law, firearms are prohibited in federal facilities (defined by federal law as a building or part thereof owned or leased by the federal government, where federal employees are regularly present for the purpose of performing their official duties).
Do not transport a loaded rifle or shotgun in any vehicle on any public street, road, or highway during this event.
Participants and attendees are not to consume, possess, or be under the influence of alcohol or illegal substances at this event.
Again, these guidelines are, as of now, subject to final coordination with the Department of the Interior.

Of course…don’t see a reason not to.

I think this code will be the stopper at the rally.
No one associated with us will be holding or brandishing their clearly unloaded and slung rifle.
tjbbpgobIII, how exactly are you fearful of empty rifles?? How are you fearful of Americans exercising their freedoms in this country. President Osama hasn’t yet gotten rid of the Right to Bear Arms, although I’m sure he would like to.
Wish I could attend this rally, I really do, but unfortunately I have other plans. I hope all my God fearing fellow true Americans enjoy themselves. Don’t get in any fights with news agencies because that’s what those twisted socialists/democrats want.
I can’t help but worry about some “false-flag” situation here – though it won’t stop me from attending.
It just seems like too good an opportunity for TPTB to make some hay while the sun is shining. I just pray I’m wrong…
You might also want to point out the stupid laws in DC as well as MD and other nearby states. I’d hate to see anyone get rounded up while doing the right thing.
Personally, I’d recommend everyone print out the relevant sections of the “safe passage” act (or whatever it’s called) that make clear that if you’re legal where you start and where you’re going you can’t be punished for being wrong somewhere in the middle…
Further, some info about the VA statutes regarding firearms in a vehicle would probably be good as well.
Personally I plan to have my ammo and weapons locked up in separate cases for travel – no point in making it easy for them.
I’ve learned while flying with arms that it’s wise to have the statutes and airline/TSA policies printed, suitably highlighted, and in-hand for dealing with the inevitable ignorant wannabe authority-figure. It’s one thing for them to hassle you when they can claim ignorance, it’s another when you hand it to them and point to the highlighted section…

If at all possible, I’ll be there with a rifle a shotgun 3 pistols and a derringer. I might even carry a knife or maybe a taser in case I’m attacked. 🙂

Let us not shiver at the thought of the scary “you can’t do that!” and actually discuss what is allowed.
I like to stay under the radar, but sometimes you need to walk tall, proud, and justified.
How far we have fallen. I hope we can find our backbone and at the very least, take a nice walk hand in hand with the 2nd Amendment.
I have read and understand the rules. I agree with those who have a concern for a false flag, but I will be there still. Anyone with video cameras should bring them so this event is highly “documented” just in case. Remember the Tea Party and how they claimed a congressman was spit on?? If you got a video cam….bring it! Observation skills too! God Bless and see you all there.

Kudos on the though of knowing legalities of transporting weapons thru different juristictions as this will more likely be the setting of a false-flag related to this event.
Law enforcement will be more likely to screw with people coming and going simply because they will feel more at an advantage…and BECAUSE they can. Law enforcement will recieve an alert and be watching especially for out of state plates. Probably a good time to be carring a hidden video deivce.
There will be too many cameras and armed people to pull a false-flag at the event itself. It would be a mess with too many questions and loose ends. Has the potential to make them look very bad and give our side alot of angry support.
(EVERYONE at the event should have some type of camera or recording device on their person and actively using it as much as possible just in case.)
A false-flag would more likely be a person(or group of persons) enroute to the event that they can claim where planning to commit terrorist acts. They then keep full control of the physical situation(if there is any), maintain complete control of the story line, and have very limited liabilities in regards to witnesses and bothersome questions.
